I've seen this as well. I think it is interrupting speech, but it takes a
while before the interrupt actually happens, so the next chunk gets sent
before the interruption of the previous chunk.  You can see this by asking
orca to read something long, then press control or shift to interrupt.
You'll see that it takes about quarter to half second before speech stops.
This really needs to be addressed; interrupt must happen immediately else
using the interface is tedious. As a sighted user, how would it be if it
took quarter to half second before any of your mouse operations were acted
upon?

Yeah I noticed the same problem on ubuntu 9.04 (though it wsan't as bad) and fedora 10. I couldn't get orca to work with fedora 11. Just out of interest, Can you use orca on the fedora live cd to install it? If so is there an audio guide for it?
