I also noticed this funny behaviour on my Asus barebone running F10.

Then, I switched the synth from Festival to Espeak. And the problem with
this second one is that it doesn't finish its sentences. Quite bad also.

The third problem with the fedora embedded orca package is that it
couldn't braille. I needed to remove it and recompile orca sources with
python-brlapi installed.

Finally, it seems that the currently used SELinux policy prevents orca
from brailling at login. I don't know why as soon as I disabled SELinux,
I could have both braille and speech at login.
