As far as I understand this is what you would need to do to use your festvox voice from orca:

* Load the festvox voice in festival (I don't know exactly how this is done, but I think either as part of festvox or one of its sample voices, or even possibly in the festival speech synthesis engine's documentation you will find information on how to do this, I think it might be the sample voices if I had to say which of those suggestions contains the info).
* Once the voice can be used in festival, then start festival as a server.
* Open orca's preferences dialog and move to the speech tab.
* For the speech server choose gnome-speech, and then choose festival in the synthesiser combo box and then your voice should be available in the voices list.

Please note: the above is for using festival via gnome-speech, it is possible to use festival through speech-dispatcher if you prefer that route, but this may require an extra step to configure speech-dispatcher to use festival. If you do want to use speech-dispatcher, then look at its documentation to find out how to configure it. If you don't know the difference between gnome-speech and speech-dispatcher then gnome-speech probably is the simpler route and probably will do what you want.
