Hi Bill:

PDF accessibility is a can of worms. The discussion flares up here from time to time, with the main results being the same: 1) Adobe has some work to do, and 2) Evince seems like the best place to invest in for an open source accessible PDF viewer. We need a qualified person to step up to take control of the Evince task.

In the mean time, you can kind of make Acroread limp along, but the a11y support is somewhat suboptimal: http://live.gnome.org/Orca/Acroread
