[orca-list] updating orca

when updating orca, is it always necessary to update at-spi as 
well?
a few times when i have tried to update orca in ubuntu, i have 
omitted updating at-spi and although it sounded like it was doing 
something when i ran the command for updating orca, it still kept 
to the same verssion i was using by default which is why i am 
wondering if an update to at-spi is always necessary.
