You're not crazy. They seem to have moved this to the "switch users or  
shutdown" panel applet. Even in Jaunty this is a recent change, only a  
few days old. I thought the same thing when my shutdown menu  
disappeared, it's nice to know I'm not crazy :).

   The major difference between a thing that might go wrong and a
