you can disable it with a configure option
--with-libao=no

if libao is not installed during build-time it will be disabled

we can think about dynamic loading of libao dlopen()
so you only need the libao-devel package during build
and speech-dispatcher will only have deps to it during build
not during installation the built package
that will be a much cooler solution - I think it will take some hours of work/testing, but it is possible
