[orca-list] Slight Update to customizations.py

Hi,
This isn't worthy of being considderd an upgrade. I just changed it slightly because it was repeating the first part of the weather info. It should only speak it once now. Because it's not a full upgrade the version number is the same so the check and import upgrade functions will not notice anything new.  So, just grab the file from:
http://www.stormdragon.us/orca-customizations/
When the file has finished downloading, press the check for upgrades button (orca+c) twice to import the file.  Remember, the new file must be located on your Desktop for this to work correctly.
