Yes, I get the same thing, also using arch. I haven't bothered looking
into it as its simpler just to shutdown from a terminal.
Are you able to access admin apps with orca using sudo? Presumably
since this lets you shut down the system it must at some point be
gaining root privaliges, (maybe its a setuid root app), and this is
maybe why orca isn't reading it. This is all just a vague idea and
could be totally wrong.

Any information on this would be greatly appreciated. It's a small
frustration.
