I tried to apply this patch. after giving the command:
patch -p0 /home/stormdragon/builds/orca/patches/patch.128129, it just
sits there doing nothing, I have to ctrl+c to get the prompt back. Am I
doing something wrong?
thanks

Hi,
This happens in both Ubuntu 9.04 and in ArchLinux. When modifying
espeak voices to speak faster, the changes do not take effect in Orca.
It works on espeak's end, because command line speech is as fast as
expected. It's like gnome-speech isn't sending the correct speed with
orca set at speech rate 100, it should be telling espeak to go as fast
as possible, but it's maybe one or two off. The fastest command line
setting is 390. Where should I file this bug?
