I think its also called 'gnome-orca' in debian not just 'orca'.

To search for a package.
 apt-cache search gnome-orca 

To see the status of installed package.
  apt-cache policy gnome-orca

To quickly check if orca is working with doing any setup
  orca -n  
  (or)
  orca --no-setup
