Changing line 352 of pyatspi/registry.py to sleep for 1e-3 rather than 1e-5 helps a lot for me.

It might also not be Orca, it might be because the at-spi knows that it
has a client running (orca in this instance) so it might be in a state of
alertness.

It would be intresting to track this down.
