Ubuntu is based on debian, when I was running it on my laptop a few
months ago (now switched over to debian), I was able to do everything from
the cli... eg. upgrades, installations removals etc. So it should be
possible, I don't remember having to use sinaptic or
update-manager... aptitude did the job. Although I think debian is
better in how it doesn't exactly force you to use a gui, but I guess
ubuntu doesn't either, it just seems easier on debian to setup just a
command line machine than it would be on ubuntu... But yeah, I had no
problems with sys admin from the command line except for modifying
partitions where I used gparted, but this is the same on debian...
