Are you using gnome-speech? There is, or was, a bug in the eSpeak driver of
Gnome-Speech that caused exactly the kind of unresponsiveness you are
reporting.

A patch was posted to this list for testing, so you might want to look at the
list archives, or look up the bug report in Bugzilla, to find out the status
of this issue.
