Yes, Orca is a part of gnome and runs exclusively under gnome.  Both
Utuntu and Fedora feature gnome as the default desktop and window
manager.  Thus you shouldn't have to update gnome or any of that.  Now
some of the latest accessibility enhancements to Orca are in the very
latest development versions of the programs and would need to be
updated if you want to test/evaluate those latest changes.  Go to
http://live.gnome.org/Orca for more details about later updates and
proper installation.  For whatever it's worth, it seems like the wiki
seems to emphosize Ubuntu the most but Orca can also be run on Gentoo
and Debian as well.  Slackware is another linux distro but it does not
feature gnome as its default desktop so that distribution would
require more work to get gnome up and talking.
