If I understand you correctly, you're looking for a way to allow Orca keyboard commands to be sent directly to an application instead of having Orca consume/interpret them.

Currently, there's no such thing in Orca. We could potentially create some sort of model to turn the keyboard commands on/off, however, and this might also address another issue brought up on the list (i.e., allow the keypad keys to be used for numeric data entry at one time, but flat review for another).
