I don't know the answers to your first two questions, but it is worth
noting that the java control panel does have some accessibility issues
(as far as I know).
As for your third question, I think JApplet should be accessible. Have
you made sure that firefox is using the sun java plugin included in the
JRE? According to my set up here (which I assume must be what was stated
in the installation docs) you should create a symbolic link called
libjavaplugin_oji.so in the firefox plugins directory which points to
the plugin in the JRE. On my system, where firefox is in /firefox/ and
the JRE is in /usr/lib/java/jre/ I would have given the command
ln
-s /usr/lib/java/jre/plugin/i386/ns7/libjavaplugin_oji.so /firefox/plugins/libjavaplugin_oji.so
on a command line (that command above should all be one line if it
doesn't come out that way due to line wrapping). I also have a memory
that the documentation says this should be a link rather than copy the
plugin as copying may break things for the plugin.

Even if they are not orca bugs, they are critical problems related to
accessibility.
Note: on Microsoft windows, I'm not able to read the tree view on advanced
tab of java control panel, but I'm able to navigate between the tabs and I'm
able to read components of classes wich extend JApllet.
