To be sure I understand: if someone uses BrlTTY to set the blinking
cursor, it will just automatically carry over to Orca, right? That is,
there's nothing Orca needs to do to honor the BrlTTY setting, correct?

This problem has been fixed in revision 3614 of brlty's repository.
At the moment, only the blinking of the cursor is consistent between
brltty and BrlAPI clients (e.g. orca). Blinking capitals, for example,
are not yet assumed by BrlAPI clients, even when this feature has been
configured in brltty.
