Orca's configuration stuff says it toggles flat review mode but
experience tells me that any other keystroke causes focus to return to
the application; if I then move around with the flat review keys,
material is reviewed appropriately but as soon as I hit the
numpad-minus key, the flat review pointer is back to the original
cursor location.

Thanks for the insight. Yes, it does indeed behave as you describe. Perhaps
the name/description of this function are misleading. When I read that it
toggled flat review mode, I thought this meant that it switched the numeric
keypad keys between flat review, and their ordinary functionality as
equivalent to the arrow keys, home/end/enter etc.

Does it have any effect besides routing the review cursor to the focus?
