I haven't read the bug yet but I observe this quite often.  The best way to
demo it is to run a script or something that will spiew text to the screen
and just sit back and let Orca speak whatever is written to the screen.  My
podcatcher encounters this quite often.  Some times however, the first
character will be spoken but more often than not, it is not spoken.
