Sounds like a build/install error.  :-(  There's a "Building GNOME 
Speech" section at http://live.gnome.org/Orca/GnomeSpeech.  Just a note 
of warning, though, you need to read the output and look for errors. 
There's a lot of output, so it might be easy to miss something.
