Is there a particular part you are unsure about (eg. getting viavoice to
work with the sound, etc)? I wouldn't imagine it to be too hard to get
working, the manual should give enough information, the only thing being
ensuring you have the right packages (may be as simple as "apt-get
install emacspeak", and then configuring the synth to use).

If you have speech-dispatcher working and wish to use speech-dispatcher
then speechd-el may be worth looking at as well.
