Check out the section that deals with the installation of SD on Hardy.
Unfortunatelly setting up SD is a bit tricky on Hardy.

I.e. it was installed, but it really wasn't. Basically, the only thing I accomplished was making it so I 
couldn't
access the orca preferences dialog. 
So I removed it. Again, it wasn't removed, but it was

said I had to set a few things, like SPEECHD_PORT but I'm not sure
what file that's set in to begin with and it doesn't say. 

What manual? You can set up SD manually by editing the files in
/etc/speech-dispatcher and /etc/speech-dispatcher/modules, so no need
for spd-conf.
Check out the files, they are self explanatory.
And keep in mind what you've read on the Orca wiki page, mentioned
above.
