you can't rebuild gnome-speech in ubuntu beacuse  pulseaudio

If the package is not available from the apt repository, you can rebuild
gnome-speech on the machine where you installed TTSynth to get this
module. The gnome-speech configuration script will find your ibmtts and
build the required drivers.
