I've seen some activity by the Chinese translators, but I've not seen a 
complete translation yet:  http://l10n.gnome.org/module/orca

Some of this might be related to speech synthesis engine availability 
and braille translation table availability for Chinese, but I'm not 
sure.  Do you have people looking for Chinese support?
