http://live.gnome.org/Orca/GnomeSpeech has some troubleshooting steps.  
I think the one of most interest to you might be to run 
viavoice-synthesis-driver in one window and then test-speech in 
another.  When you run test-speech, see if any errors or messages pop 
up in the viavoice-synthesis-driver window.
