[orca-list] Punctuation Levels

I have a question about speaking of punctuation marks like dashes,
periods, commas, etc.  I know I can turn punctuation level to all and
all characters  are spoken as expected.  However when set to most
those special chars are not at all.  Now this is fine while reading
line by line or word by word but if I am reviewing character by
character, I would hope to hear the individual character rather than
silence.  

Oh, I should clarify, it is with the review keys (numpad 1 and 3 keys
where I observe this situation.  If you arrow with the regular keys
through the text in a text editor for example, those chars do get
spoken.  I think I find it most efficient to use some punctuation for
day to day use but would like to hear individual characters without
restriction when reviewing individual characters.  Does this make
sense?  If so, how can one accomplish this? When reviewing punct
levels, I didn't see anything obvious to me on the subject.

I should also say that these observations are happening in a gnome
terminal.  Dunno about elsewhare yet.
