Thanks Luke, that worked. What do all of you think that use pulse
audio? Am I going to notice a significant difference in audio
quality? Are more sound cards supported under pulse than
Alsa? Lastly, I notice that when I restart my laptop, I don't get
the sound that lets me know I can put in my user ID and password, is
there anything I can do there?

Yes. Install libpulse-dev package, and rebuild speech-dispatcher.
Then you need to set the ibmtts output module to use pulseaudio.
