You don't need Festival-freebsoft-utils in order to build
Speech-dispatcher.  You only need them if you wish to use Festival as
your synthesizer.  Since it's just a bunch of files that get copied into
the Festival install directory, they can be put there any time you want.
By default, Speech-dispatcher uses Espeak.  You have to edit
speechd.conf in order to change this.
