Another aspect of the bug:
When I change the language for one aplication, all aplications are
afected in terms of speaking upper case characters.

That is, if I define in "Orca Preferences for Firefox" Person as Brazil,
then gnome-terminal, gedit, evolution, etc will all speak upper case
characters in brazilian portuguese.
