[orca-list] basilar question about updating

Hi,
there is a thing that I didn't understood about updating orca.
I know that I can download all source, compile that and run orca.
But, if I have ubuntu 8.04 and so, orca 2.22, if I write:
apt-get update
apt-get -f install

Why all my system is not updating to gnome 2.23 and orca 2.23 automatically?
I see it update many packages, but not to 2.23.
Why?
