The braille output is handled in brltty, not in Orca.
Open /etc/brltty.conf
and search for the following line:
#text-table cz # Czech (iso-8859-2)
Remove the "#" at the beginning of this line - and only this "#" - and
then restart your brltty and your Orca.
Now you should have Czech braille output.
Note: You must edit the file with root privileges.
