Hi.  You didn't say what distro you use.  After you buy, download, and install a Cepstral voice: you can get 
it working with Orca
on Debian or Ubuntu by using apt-get.

apt-get install gnome-speech-swift

Once the swift gnome-speech driver is installed, goto Orca preferences and select swift from the available 
gnome-speech servers.
