No, my problem with the capital verbalization happens when reviewing
with Flat review keys.  When I type, I use word mode now so the only
time I would be concerned with capitalization is either with flat
review as I just described or by using the arrow keys like in gedit.
If I use the normal arrow keys, it behaves the way I want it to.  It
raises the pitch according to the upper case voice settings in Orca.
It is the individual chars being spoken with flat review that gives me
the fits.  That's why I doubt espeak or speech dispatcher having the
bug.  In my case, capitalization is set to "None" in my speechd.conf
file.

Do you hear "capital" when have set SD so? If so, it must come from Espeak.

It looks like bug in espeak - I posted question to speech-dispatcher
list about three weeks ago, but no answer...
 
It's no bug, it's wanted. You hear "capital" only when you're typing, and I 
think for those who only use speech, it can be important to hear exactly 
what they're typing.

Try very old version of espeak (1.25 should work)
 
I think 1.35 is sufficient. If I remember well, it doesn't announce 
capitals.
