I think those settings are all correct and should allow orca to use the
java access bridge.

I am less suspicious of your at-spi version, its certainly not too old
as java access bridge 1.6.0 states in the README file that it is for
at-spi version 1.4.7. Having a look at the dates of the files on the
gnome ftp server, java-access-bridge 1.6.0 seems to be close to at-spi
1.7.11 (the JAB is dated Jul 2006 and at-spi is Aug 2006).

I am now thinking how to test whether the java access bridge is being
actually being loaded. I am wondering whether using the logger for java
access bridge would work here (unfortunately I don't know what this is
called so can't say what you would need to put in the logging.properties
file, but I can hunt this out if nobody can give another solution or the
answer first).

Also to ckheck that it is not something simple, you aren't running the
java applications as a different user (eg. from inside a su or sudo)? If
you are this will need a bit more in the .orbitrc file.

/usr/java/jdk1.5.0_15/jre/lib/accessibility.properties
/usr/java/jdk1.5.0_15/jre/lib/ext/gnome-java-bridge.jar

Any obvious things wrong, I would aprpeciate knowing.

Once again, it may also be the version of at-spi I am using (1.7.11-2.fc6) my biggest suspect for the 
problem.

This sounds very odd. First of to check that jconsole really is
accessible I have tried loading it on my system, and it is accessible.
Let's ensure that even the very basic things are done, it might seem a
bit much and unnecessary but it is surprising how easy it is to forget
something and then wonder why it doesn't work (I have done that when
upgrading JDKs on my system). Make sure that you are really using the
JDK you think you are, and that the java environment variables are set
correct. Also are you sure that the .orbitrc file is correct, this is
very important for making things accessible, including java. Also if you
are using the java application as a different user (eg. when running
something using sudo to perform tasks requiring root access) you will
need to ensure the options needed for that are also set in the
appropriate .orbitrc files. Also I am not sure how to do this, but if it
is possible to confirm whether the access bridge is loading may help
track down your problem.

I followed the instructions on the gnomelive page, except for the fact that I used sun jdk 1.5.0_15 
because I had already downloaded the rpm.bin file for that, and JDeveloper works best on jdk 1.5 not 1.6.

When I try to access the java console from the system/prefferences menu it still says it is inaccessible.

I will admit I am running an old version of at-spi and atk because they are what ships with enterprise 
linux.

Java a11y support on AT-SPI is still a little dicey right now, but it
is something we're focusing on for GNOME 2.24.  If you still want to
experiment, though, there's more information on the Java Access Bridge
for GNOME here: http://live.gnome.org/Orca/JABG
