Could this be done on an application by application basis? Can orca
and speech-dispatcher be configured to act differently for each
application?

Well, Orca already supports application specific scripts. This is where
such customizations can be done. These scripts, however, don't have
direct access to Speech Dispatcher's API (there are good reasons for
that). So the way to make this possible is to add this feature to Orca
speech API and use it in the Pidgin script. There will certainly be
other scripts and other places in Orca itself, where this would be useful.

If so, can one edit a python script to direct speech to be handeled differently?

Yes, if Orca decides to use this feature in its speech API, we might
make use of it in the Orca application specific scripts. These scripts
are a strong feature of Orca from its very beginning.

This would work until it could be built in to the config dialog.

Supporting such things will always be a matter of coding. The
configuration dialog may at most let the user enable/disable it, never
implement it.
