Can you kill the current gnome-panel process? Try something like:
pkill gnome-panel
or try
pgrep gnome-panel and use the pid returned to kill. pkill should allow you 
to kill via command name I think.

Hope this helps. Wish I could remember how I fixed this for myself. 
Hopefully, someone else will chime in here...

Hi Rich,
typing
gnome-panel
shows the message: "A panel is already running".
So I think that the upper and lower panels simply are hidden or covered
by any element - no idea what it can be.
