What the Orca developers should think about is to implement a switching
hotkey.

I can second that. I am using such a language switching hotkey in
emacspeak and it is sufficient for 98 % of all situations. Mixed
language text is still somewhat uncomfortable to read, but this is
probably a solution most users can live with. What is important is
that the language switching is fast and that non-ascii characters are
read correctly if possible. The last point is probably more an issue
that concerns the TTS.
