The GNOME Translation Project (http://developer.gnome.org/projects/gtp/) 
might have some information on this, but I'm not sure.

Keep in mind that if you're planning on starting a new translation, you 
might want to wait a little bit.  We're probably going to be making some 
sweeping changes to that area pretty soon in response to some 
suggestions from the localization team. Keep an eye on this bug:
