That's the converse :)
BrlAPI supports UTF-8 and stores unicode characters. But BrlTTY doesn't
have unicode support yet. Now that 3.8 is out, this will be worked upon,
though.
That said, in the case of chinese, the translation is not 1:1, and thus
the translation should happen at the client level, by making orca use
gnome-braille or liblouis and directly send dots to brltty.
