Installing SD allone doesn't work with Orca.
Do the following commands:
apt-get update
to make sure you have the latest packages. Then:
apt-get install speech-dispatcher python-speechd
The package is configured, so that SD should start when booting your
system.
To configure SD see Michael's comments and the apropriate chapter in the
Orca Wiki (don't know the URL, but I expect every Orca user to have
bookmarked it).
