I've just tried doing that, and it still won't speak. The thing is, orca
starts, but it won't speak. I tried it with the -t and without it and
nothing happened.

After the startup sound wait till the CD quits spinning, then alt-f2 wait
for CD to stop then enter orca -t, the -t allows you to enter preferences in
text mode, it may come up that way the first time I don't know. Does the CD
start again after entering orca -t? If not do alt f2 again and retry.
