Hi Jan:
Orca has undergone a change where the setup utility will be bundled in
with the "orca" binary itself. As such, orca-setup is no longer around,
and I suspect you have a stale version installed on your machine
somewhere. This is easy to run into if you forget to do a an uninstall
from your current build directory before pulling things down from CVS
HEAD.

I have installed gnome-speech with festival and speech dispatcher
drivers.
Where is problem?
