Aha! That means gnome-speech is not installed on your machine. If you
cannot find the gnome-speech packages for your distribution, you might
try building/installing it by hand:
export CVSROOT=:pserver:anonymous anoncvs gnome org:/cvs/gnome
cvs login
<return to enter an empty password>
cvs -x3 co gnome-speech
cd gnome-speech
./autogen.sh --prefix=/usr
make
sudo make install
I suspect you might need a bunch of other packages to build
gnome-speech, but this is at least worth a try.

I can't find test-speech. But I try festival --tts ... and the speech
work.
