orca setup

Greetings,
I'm trying to install Orca 0.2.3 for the first time. I've replaced
configure.in and orca.spec.in with the latest files from CVS in order to
be able to run
orca --text-setup
in accordance with Will's message on April 25. However when I do that I
get the message
RuntimeError: could not open display
If I run startx and then run orca-setup an .orca directory is created with
an empty file called user-settings.py and a subdirectory called
orca-scripts with a file named __init__.py.
I'm running Fedora FC4 and configured Orca with prefix=/usr,
sysconfdir=/etc
and localstatedir=/var.
Does anybody have any ideas as to what the problem might be?
