One issue I have with this goal is the license text: it's really not
good to have to paste it everywhere while GTK+ can have the GPL only
once. Also, should the license be translated or not?

I suggest going forward with the goal, but changing it to say nothing
about the license field, or better, explicitly say to not change the
license field at all for the time being, until the Gtk+ feature is added
and we'll run another goal to just update the license field then.
