You shouldn't need the fontconfig docs.  I would suggest adding the
following line:

module_autogenargs['fontconfig'] = '--disable-static --disable-gtk-doc
--disable-docs'

to your ~/.jhbuildrc, exit jhbuild entirely, and restart it with the command

jhbuild build -a -t fontconfig


Someone else may have an alternate suggestion, but I believe that
should allow you to move on.
