In previous versions of NM the ifcfg-rh configuration plugin could
only handle 10 DNS servers. This limit was raised here:

This patch is not yet in any released version of NM.

I got bitten by it from nm-connection-editor, but since I'm running a Fedora system it might be that ifcfg-rh
is responsible. Will look into this tomorrow.
