If the modem is not recognized by the kernel drivers, then it will be
unavailable to ModemManager and NetworkManager as a WWAN device.  The
solution to that issue is to get the USB device IDs added to the right
kernel driver.

Most Huawei devices are matched either by 'option' or by interface
info.  The full dump of "lsusb -v -d 12d1:1506" would be useful so we
can figure out what driver the device should be using.
