There is a configuration option:

[main]
no-auto-default=*

(see `man NetworkManger.conf`)

Do you have that?


Note that the package "NetworkManager-config-server" installs this
configuration option.



Otherwise, do you have the MAC address blacklisted in
  /var/lib/NetworkManager/no-auto-default.state
?
